By Decree 1480 dated December 30, 2025, the National Government established a uniform three percent adjustment applicable to most urban and rural properties that were not formed or updated during 2025. Properties that underwent formation, update or valuation adjustment during that year are therefore excluded from the increase. The three percent adjustment is based on the inflation target projected by the Central Bank for 2026 and does not apply to the following categories.
Properties that were subject to formation, update or automatic valuation adjustment during 2025. Properties located in Bogotá D.C., which are governed by a separate valuation framework under Law 601 of 2000. Properties under decentralized cadastral systems, which may apply differentiated valuation indices depending on property use.
As for delayed properties subject to mandatory automatic adjustment under the National Development Plan, Law 2294 of 2023, valuations will be determined in accordance with the mass update methodology established by the Agustín Codazzi Geographic Institute.
